Heard this report this morning on WTOP but there was an assessment of the down stream section to add. Many of the big rocks and boulders in the downstream section were left over since the original construction.
Wesn't the Potomac Interceptor pipe built over a 100 years ago?

Three sanitary sewer overflows totaling more than 200,000 gallons were reported over a two-week span near the Fredericksburg Wastewater Treatment Plant.
The largest spill—about 125,000 gallons—occurred February 26 when routine maintenance shut down pumps, forcing wastewater to back up into the system. A second incident identified March 11 accounted for roughly 9,000 gallons, while a third overflow March 13–14 released an estimated 77,500 gallons near Hazel Run and the Rappahannock River during equipment issues and maintenance tied to Spotsylvania County operations.
All incidents were reported to the Virginia Department of Environmental Quality and have since been contained, with the plant now operating normally.
Details of the overflows were outlined in a city press release, which says officials are now pursuing system upgrades and operational changes to prevent similar incidents.
The City has included Sanitary Sewer Overflow Reporting on the City’s website at Fredericksburgva.gov/CitySewerInfo. This section provides access to current and future reports submitted by the City to the Virginia Department of Environmental Quality (DEQ) to support transparency and keep the public informed.

This past Tuesday, Montgomery County, MD partially lifted their recreational advisory following the restoration of sewage flow back into the Potomac Interceptor pipe. This decision was also informed by the water quality monitoring data regularly showing bacteria levels within recreational safety limits for the lifted areas. 
A public health advisory remains in place for the areas marked in purple in the map above (courtesy of Montgomery County, MD Gov.)
This has been a step in the right direction, but now is the time to remain vigilant. As we shift away from the repair phase, the ecological remediation and infrastructure evaluation phases should be approached with continued urgency - to restore our river and environment, but also to ensure a crisis like this doesn't happen again.
