I checked it out a few days and again today to get some pics.  The wood barrier by the circle was new.  Forget about backing all the way to unload.

I'm not of fancy kayak launches.  This actually makes it more difficult to launch mine.  A simple shallow slope is all that is needed.   I think a few wide and deep concrete steps that actually go into the water would be cheaper and easier to launch.  Just like from a dock but you don't need to build a fancy dock that moves with the water level.

I can see sliding it down...kinda. But after a day of paddling out in the sun that's quite an up slope to slide your yak.
