For several years I have used a small Swiss Army Knife to cut braid. Just keep it in my pocket at all times. The model is the Swiss Army Classic SD (cutting blade, nail file, screw driver, scissors, tweezers, tooth pick). Takes and holds an extremely sharp edge (cut hair on your arm) for both the blade and the scissors.
The only reason I haven't posted before is that it is a rather expensive solution ($12 - $15). Discovered something interesting last week. These knives are a most often confiscated item at airports and are generally in very good condition. From there they find their way into the eBay channel where you can buy them for $2-$3 each. Really a great deal. I bought five knives from this vendor on buy-it-now:

These things really cut braid very cleanly.
