Last weekend it was in the upper 30's to low 40's, rained, but the water temps were in the upper 40's to low 50's.
The weather was so nasty only a few dared to hit the river, but for those that did, a River Rock tube on a 1/8 oz jighead poured with a gamakatsu #114 in 3/0 was the ticket:

And I was about an 8 hour drive north of the Potomac River

Why fish in the rain? Because the fish are already wet. That and other people don't like putting up with it. I've had some great days in the rain. My favorite time to jig up potomac river stripers is in a good rain.
